Jack Sparrow: Jack continues to be on good terms with Sokka. He doesn't see him about as much as he used to, and he hasn't been privy to all of the craziness of Sokka's life lately. He showed up at one point to troll Sokka and Suki, but otherwise he trusts the lad -- who has grown up a LOT over the past four years -- to continue steadily to progress toward whatever he is becoming. I imagine the two of them do see each other from a distance down at the beach, tending their boats. I also imagine they probably help each other out from time to time maintaining the boats. Jack will especially need more help now that James Norrington is gone. But Jack holds himself aloof from any problems Sokka might be having. His nature of friendships among men is to keep those kinds of things on the DL and enjoy life superficially.
Effie Trinket: Effie HATES SOKKA. She was completely offended by him while he was dating Katniss, and while she has forgiven Katniss (and would likely forgive Katniss for just about ANYTHING at this point,) Sokka remains on the shit-list. Hence his damning entry in the Omnivorator. Sorry, Sokka.
